Decision Sciences International Corporation (DSIC) was commercialising a highly advanced MUON tomography cargo-container scanning system — a logistics-security technology capable of detecting contraband, nuclear material, and high-risk cargo without opening containers. The company had engineering talent and a breakthrough product, but no structured delivery organisation, no repeatable implementation model, and no PMO to support global deployments. Sales teams were generating international interest, but DSIC lacked a formal product delivery PMO, a repeatable certifiable delivery process, pre-sales planning and estimation discipline, proposal development support, a unified delivery model connecting engineering, QA, deployment, and customer operations, and a compliance framework suitable for global logistics-security customers. To scale commercially, DSIC needed a global delivery organisation capable of implementing multi-million-dollar systems across diverse regulatory environments — reliably, predictably, and with ISO-grade discipline.
Mandate
Build DSIC's Product Delivery PMO and create a global delivery function capable of delivering MUON tomography systems across EMEA, Asia, and North America. Establish a certified delivery process that could withstand customer, regulatory, and commercial scrutiny. This included designing and implementing a full PMO operating model, building an ISO-certified delivery process (ISO 9001), integrating delivery with Sales for pre-sales planning, estimation, and proposal writing, creating a unified delivery playbook for engineering, QA, deployment, and customer support, leading multi-country implementations of MUON systems, and establishing governance, reporting, and customer-acceptance frameworks.
